I. Application
The following documents shall be submitted to the Customs at the place of entry for examination and approval by the competent ministries, commissions or provincial authorities under the State Council and municipal authorities at the level of special economic zones, coastal open cities and coastal open economic zones approved by the State for inclusion in the technical transformation plan:
(1) Customs Declaration for Import Goods in triplicate;
(2) Invoice, packing list and shipping documents;
(3) For goods whose import is restricted by the State, the Import Goods License shall be submitted.
(4) Application Form for Tax Reduction and Exemption of Imported Technological Renovation Equipment, signed by the competent Customs.
This form shall be filled in by the applicant and signed by the competent Customs as a substitute for the notice of approval of tax reduction or exemption.
(5) If it belongs to the list of commodities inspected by the commodity inspection authorities, the commodity inspection certificate issued by the State Commodity Inspection Department shall be submitted.
II. Customs Inspection and Release
The Customs shall examine and verify the above-mentioned documents submitted by enterprises listed in technical transformation projects and applying for customs declaration, and examine and verify the goods. If it meets the entry requirements, the customs shall stamp the declaration form of imported goods and release it.
〖NOTE〗
(1) The application form for tax reduction and exemption of imported technical transformation equipment shall be uniformly prescribed by the Customs. The applicant shall fill in clearly the names, quantities, contract amounts and contract numbers of the imported technical equipment, and the contents shall be consistent with the Certificate and the import order contract. If there are many kinds of applicants that cannot be filled in in the application form, a list may be attached and the official seal of the applicant shall be affixed.
(2) When goods listed in the Application Form for Tax Reduction and Exemption of Import Technological Modification Equipment issued by the Customs are imported in batches, the Customs at the place of import shall mark the imported situation (including name, quantity, amount, inspection date, customs declaration number, etc.) on the application form at each time of import, and affix the Customs seal. After the chapter, it shall be returned to the applicant or his agent for tax reduction or exemption of the next batch of imported goods. When the goods are last imported, the application form shall be returned to the Customs for cancellation.
